“ሰላም በሌለበት፣ ስለሰብዓዊ መብት ማሰብ ቅንጦት ነው፡፡”

የዚህ ፅንሰ-ሀሳብ መሰረታዊ ዓላማ ሰብዓዊ መብትና አክብሮቱን ማሳነስ አይደለም፡፡ “በምንም አውድ ውስጥም ሆኖ ሰብዓዊ መብት ይጣስ፤” የሚል መከራከሪያም ይዞ መቅረብን አያበረታታም፡፡ ይልቁንም ሰላም በተናወጠበት ክባቢ፣ ሕጎች ይጣሳሉ፤ ደንቦች አይከበሩም፤ ማሕበራዊ እሴቶች ይከረክሳሉ፤ ሀይማኖቶች መመሪያ መሆናቸው ይቀሩና ፈሪሃ-እግዚሀብሔር ይቀራል፤ ታላላቆችን ማክበር ይካዳል፤ ረሀብ ይጠናል፤ መድሃኒት በሽተኞችን አይደርሱም፤ ሐኪሞች ስራ አይገቡም፤ ነጋዴዎች ቢዝነስ አይደፍሩም፤ ሴቶች የጥቃት ሰለባ ናቸው፤ ሕፃናት በማያገባቸውና ባልሰሩት ነገር ይቀጠፋሉ፤ ሁሉም ይደበዝዛል፤ ይጨልማል፤ ሀላፊነት የሚወስድ ኣካል የለም፤ ሰላም የለማ! በምን መዋቅር ሃላፊነት ይወሰዳል? ለዚሀ ነው ሰብዓዊ መብትን ሰላም በሌለበት ማሰስ፣ ላም ባልዋለችበት ኩበት ለቀማ የሚመስል ከንቱ ድካም የሚሆነው፡፡ 
ይህንን ለማየት በቅርብ ጊዚ የዓለማችን የግጭት ቀጠናዎችን በስሱ መዳሰስ ይበቃል፡፡ በአፍጋኒስታን ምን ሆነ? በግብፅ አቢዮት ምን ተከሰተ? በሶሪያ ግጭት ሕፃናት ምን ላይ ደረሱ? በሊብያ ሰዎች ምን እየተደረጉ ነው? በየመን አረጋውያን ወጥተው ይገባሉ? በጋዛ ሰማይ ስር ትውልድ ይቀጥላል? ወ.ዘ.ተ. ማንሳት እንችላለን፡፡ እኛስ የቱጋ ደረስን? ሰላማዊ ክባቢዎች ስንት እጅ ናቸው? ሰብዓዊ መብቶችስ መሬት ይዘዋል? 
ሰላም ከሌለ ምንም የሰላም ዓየር መተንፈስ ብርቅ ይሆናል ብዬ አንባቢዎቼን አላደክምም፤ ይታወቃል፡፡ ልማት አፈር ይበላል፤ የማይገነዘብ የለም፡፡ ተፈጥሮና የሰው ልጆች ይጣረሳሉ፤ አይስማሙም፡፡
ይህ ሁሉ ሆኖ ግን በዓለማችንም ሆነ በአገራችን “ሰላም የአስፈላጊነቱን ያህል፣ ሰላምን የፈለግነው አንመስልም፡፡”  ብዙ ስራ ሲጠበቅብን በዙሪያችን ያሉ ነውጦችን እያስተዋልን ስለሰላም በጥልቅ የሰራን ሆኖ አይሰማኝም፡፡ ለሰላም የሰራነው ዝቅተኛ ድርሻ ሆኖ ታይቶኛል፡፡ ስለኑሮ መወደድ፣ ስለጎሳ ፖለቲካ፣ ስለንግድ ስላጤ፣ ስለስደት ማመቻቸት፣ ስለዕለት አኗኗራችን ርዕስ ስንቀነብብ ውለን፣ ስለሰላም የተጋነው፣ ሰላም የሚያስፈልገንን ያህል አይደለም ባይ ነኝ፡፡
ብንሞክር እንኳን፣ ሰላምን ለማግኘት የሄድንበት መንገድ ትክክል ሆኖ አልታየኝም፡፡ ለምሳሌ የረዘመ ጦርነት ውስጥ መቆየታችን፣ በማሐብራዊ ሚዲያ አሉታዊ ገፅታና ጥልሸት ማሰራጨታችን፣ በዋና ሚዲያ አሉታዊና ወገንተኛ መረጃዎችን ማነብነባችን፣ ዜና እና ዘጋቢ ዝግጅቶቻችን ገለልተኛ አለመሆናቸው እና በርካታ ሀላፊነት የጎደላቸው ይዘቶችን ስለመደባለቃችን ማንሳት ተገቢ ነው፡፡
የእርስበእርስ ግጭት በገነነበት አገር ውስጥ፣ ውጊያውን ማሸነፍ ይቻል ይሆናል እንጂ፣ ጦርነትን ማስቆም አይቻልም፡፡ ውጊያ የአንድ አውድ፣ ጊዜ ወይም አካባቢ ጦር መማዘዝ ትግል ይሆናል፤ ጦርነት ግን ቅርፁን ቀይሮ በፕሮፖጋንዳ፣ በስም ማጥፋት፣ በገፅታ ማጠልሸት፣ በስነ-ልቦና ጫና መፍጠር ይካሄዳል፤ ሰላም ካልሰፈነ፣ ጦርነት አይቆምም፡፡ በዚህም ምክንያት፣ ዋናውና የሰው ልጆች ሁሉ ቁንጮ መብት ይጣሳል፤ ሰብዓዊ መብት፡፡ በዚህ ዓይነት አውድ ውስጥ ሰብዓዊነትን መፈለግ፣ ከደነደነ ልብ ውስጥ ቅን ቅንጣትን መፈለግ ይሆናል፤ አይሳካም፡፡
አብዛኛዎቹ የውጊያና የጦርነት ተመራማሪዎች የሚስማሙበት ሀሳብ አለ፤ “የጦርነት የመጨረሻ ግቡ፣ ሰላምን ማምጣት ነው፤” ብለው፡፡ እሱም ቢሆን ለእርስበእርስ ግጭት አይመከርም፣ የአሸናፊና ተሸናፊ ድል ስለሌለው፡፡ የተራዘመ ጦርነት፣ አልቆም ያለ ግጭት፣ ሰላሙን ያመጣዋል ተብሎ ከታሰበው ጦርነት ጭምር ተያይዘው ይጠፋሉ፤ የባከነ የሰው፣ የንብረትና የግዜ ዘመንን ይፈጥራል፡፡  
በእርስበርስ ግጭት ያካሄድናቸው ውጊያዎችና ጦርነቶች ለታሪክ መዝገብ አይመቹም፤ ድል የላቸውም፤ ድል ከሌላቸው ደግሞ አያኮሩም፡፡ እንደግሎባል ፒስ ባንክ ሁሉም ክልሎች (ጦርነት ቢኖርም ባይኖርም)፣ እየተካሄደ ያለው ጦርነት የአካል ብቻ ሳይሆን፣ የስነ-ልቦናም ጫና በሁሉም ዜጎቻችን ላይ ስላንዣበቡ፣ መቆም አለባቸው፡፡ “በ’ራስ እግር ላይ ተኩሶ፣ እያነከሱ መሄድ፣ ከመዳረሻ ግብ አያዘልቅም፡፡” ማነከስ፣ ማነከስ እንጂ፣ ለድል የሚያበቃ ጉዞ ስላልሆነ፡፡ “ማነከስ፣ ድል አልባ ማሸነፍ ነው፡፡” ትንፋሻችንን፣ ቁጣችንን፣ ቅናታችንን (ኢጎ)፣ ወደውስጥ እንያዝና፣ መሳሪያዎቻችንን ዘቅዝቀን፣ በንግግር ብቻ ለጥያቄዎቻችን፣ ለብሶቶቻችን ምላሽ እናስስ፡፡ ሰላም የምናገኝበትን የገፅ-ለገፅ መላ እንፈልግ፡፡ ተራርቀን ከምንታትር፣ ተቀራርበን እንነጋገር፡፡
ጦርነትና ግጭት ያስተናገዱ አካባቢዎች፣ አርሶአደር አባቶችና እናቶች፣ እህትና ወንድሞች፣ ትንፋሽ ሰብስበው ወደምርትና ልማት የሚገቡበት ዕድል በሩ ክፍት መሆን አለበት፡፡ ይህ ካልሆነ ግን፣ “በጥይት የጀመርነው ቅጣታችን፣ በረሃብ አለንጋ ፍጅት ይጠናቀቃል፡፡” አሁን እየተዋጋንላችሁ ነው የምንላቸው ሕዝቦች፣ ዋነኛ ተጠቂዎች ናቸው፡፡ የገዛ አያቶቻችን፣ እናቶቻችን፣ ልጆቻችን፣ በጦሱም የልጅ ልጆቻችን ዳፋ ቀማሽ ናቸው፡፡ 
ከብሄራዊ ኮሚሽን ምክክሩም ሆነ፣ ከሌሎች አማራጭ ፈላጊ ሀይሎች፣ በጦርነት አዙሪት ከመዳከር፣ በሰላማዊ ንግግሮች ችግሮች እንዲፈቱ መጣር ለነገ የሚተው የቤት ስራ መሆን የለበትም፡፡ “ጦርነት የሰውን ሕይወት ሳይቀር በማገዶነት ይፈጃል፡፡” 
የገጠመን የጦርነት ፈተና፣ ክልሎችንም ሆነ አገሪቷን ያስከፈለው የሰው፣ የንብረት፣ የግዜ፣ የስርዓት፣ የኢኮኖሚ፣ የንግድ፣ የገፅታ፣ የሰላማዊ እንቅስቃሴ፣ የተቋማት፣ የዲፕሎማሲ፣ ወ.ዘ.ተ. ክስረቶች፣ እንኳን በእኛ ዘመን፣ ታዓምር ካልተፈጠረ በቀር፣ እዳው በልጅ ልጆቻችንም ተከፍሎ የሚያልቅ አይደሉም፤ በዘመናት መካከልም መጠገኑ እና ማገገሙ ጭንቅ ነው፡፡ 
ስለዚህ፣ ውድ የአገሬ ሰዎች፣ በውስጥም በውጪም ያላችሁ፣ አባራሪውም-ተባራሪውም፣ የሮጠውም-የተከተለውም፣ የቆሰለውም-ያቆሰለውም፣ የሞተም-የገደለም፣ አንድ እጅ ሌላውን ስለሆነ፣ እራስን በማጥፋትና በመጉደል የሚገኝ ድል ስለማያኮራና ፅድቅ ስለሌለው፣ መሞትና መግደል የራሳችን በመሆኑ፣ ይህ ድርጊታችን ሳይውል ሳያድር እንዲታቀብ ጥሪዬን እስተላልፋለሁ፡፡ ከዚህ በላይ እንደአገር የምንከፍለው ያለን አይመስለኝም፡፡ ያለፈውን ፀፀት አልተወጣንም፡፡ መዳረሻችን ያሰጋኛል፡፡ 
እኛ ከዳር ሆነን በእኩይ ተግባር በግራና ቀኝ የተሰለፍነ አካላት፣ አበረታቾች፣ አቀጣጣይና ድንጋይ አቀባዮች፣ በዝምታ ያለን ሰዎች፣ ስለምን እየተከፈለ ያለው የወንድም ለወንድም፣ የእህት ለእህት፣ የአባትና ልጅ መቁሰል፣ መድማትና ሞት አይቆጨን ይሆን? ከልማት መቅረት፣ መፈናቀልና ስደት፣ በጥቃት አውድ ውስጥ መኖር፣ ለጠላት አገራት ሳስተ መገኘት፣ እንዴት አያምም? ይህንን ስናደርግ፣ ስናስደርግ፣ ዝም ስንል፣ ከደሙ መንፃትስ ይቻለናል? “በቀጥታም ሆነ በተዘዋዋሪ፣ የግፍ ምልክቶች በማዳፋችን መሃል አለ ባይ ነኝ፡፡” የየትኛውም አካል ታጋይ ሲቆስል ቆስለናል፣ ሲታመም ታመናል፤ ሲሞትም አፈር ለብሰናል፤ “የጋራ ውድቀት፣ ለመነሳትም አይመችም፡፡”
አኛ እንደግሎባል ፒስ ባንክ እንላለን፤ “ከአካል ቆርሶ ለአፈር መገበር ይብቃን፤ በወንድምና እህት ደም መከበብን እንጠየፍ፤ የእናቶችን የእንባ ጎርፍ እንገድብ፤ በግፍ ለሚጠቁ ሕፃናትና እህቶች ድምፅ እንሁን፣ በምንም አደረጃጀት ውስጥ ያለ ዜጋ፣ 
ጦርነትን ምርጫው አያድርግ፡፡ ለዚህ ተግባራዊነትና ተሳትፎ፣ ሰው መሆን ይበቃል፡፡ ኢትዮጵያን የምትወዱ፣ የሰው ልጅ ሰላም መሆን የሚያጓጓችሁ፣ የሴት ልጆችና የሕፃናት ጥቃትና ሞት የሚያማችሁ፣ የአረጋውያን መከበር የሚያስቀናችሁ ቀናዒ ልቦና ያላችሁ፣ ሁላችሁም፣ ጦርነትን እናስቁም! ሰባዓዊነትን እናስቀድም!
“ሰላም በሌለበት፣ ስለሰብዓዊ መብት ማሰብ፣ ቅንጦት ነው፡፡”

The fundamental purpose of this concept is not to diminish human rights or their respect. Nor does it encourage the argument that "human rights are violated under any circumstances." Rather, in an environment where peace is disrupted, laws are broken, regulations are disregarded, social values erode, religions cease to serve as guides, fear of God diminishes, respect for elders is abandoned, hunger prevails, medicine fails to reach the sick, doctors cannot work, traders dare not conduct business, women become victims of violence, children suffer for things they neither understand nor caused, everything fades into darkness, and no entity takes responsibility—peace is absent! In such a structure, how can accountability be established? This is why contemplating human rights in the absence of peace feels like a futile effort, akin to a cow searching for pasture in a barren land.
To see this clearly, one need only closely examine the conflict zones of our world in recent times. What happened in Afghanistan? What occurred during Egypt’s revolution? What fate befell children in the Syrian conflict? What is being done to people in Libya? Are the elderly in Yemen surviving? Does a generation persist under Gaza’s skies? And so on—we could list endlessly. Where do we stand in all this? How many peaceful environments remain? Do human rights still hold ground?
If there is no peace, breathing the air of tranquility becomes a rare privilege, and I do not exaggerate this to my readers—it is evident. Development devours the soil; no one fails to recognize this. Nature and humanity clash; they do not align. Yet, despite all this, neither globally nor in our own country do we seem to seek peace with the urgency it demands. While much work awaits us, I do not feel we have deeply engaged in the pursuit of peace as we observe the upheavals around us. Our contribution to peace seems minimal. We exhaust ourselves debating living standards, ethnic politics, trade profits, migration logistics, and daily routines, but when it comes to peace, our efforts fall short of its necessity—I am convinced of this.
Even if we try, the path we’ve taken to achieve peace does not seem right to me. For instance, our prolonged engagement in war, our spread of negativity and slander through social media, our amplification of biased and divisive narratives in mainstream media, the lack of neutrality in our news and documentaries, and our inclusion of irresponsible content—all these are worth noting.
In a nation engulfed by internal conflict, battles may be won, but war cannot be stopped. A battle is a struggle confined to a specific context, time, or place; war, however, morphs into propaganda, defamation, character assassination, and psychological pressure. Unless peace prevails, war persists. Consequently, the most essential right of all humankind—human rights—is violated. In such a context, seeking humanity is like searching for a speck of sincerity in a hardened heart; it cannot succeed.
Most scholars of war and conflict agree on one idea: "The ultimate goal of war is to bring peace." Even so, this does not apply to civil strife, for it lacks victors and vanquished. Prolonged wars, unending conflicts, and even battles intended to usher in peace perish alongside their aims, leaving behind wasted lives, resources, and time.
The battles and wars we’ve waged in civil conflict are unfit for history’s record; they lack victory, and without victory, they bring no pride. As Global Peace Bank, we observes, in all regions—whether at war or not—the ongoing conflicts are not only physical but also psychological, weighing heavily on all our citizens. They must end. "Shooting ourselves in the foot and limping forward will not lead us to our destination." Wounding ourselves is not a journey to triumph.
"To wound is to win without victory." Let us temper our breath, our anger, our egos, lower our weapons, and seek answers to our questions and grievances through dialogue alone. Let us find a face-to-face path to peace. Rather than drifting apart, let us come closer and converse.
In regions scarred by war and conflict, farmers, parents, siblings must have the chance to gather their strength and step toward productivity and development. If this does not happen, "the punishment we began with bullets will end with the whip of hunger." The people we claim to fight for today are the primary victims. Our grandparents, mothers, children, and even our grandchildren bear the brunt of this fire.
Whether through national commissions or other solution-seeking forces, striving to resolve issues through peaceful dialogue rather than the cycle of war should not remain a task for tomorrow. "War consumes human lives like firewood." The trials of war we’ve faced have cost our regions and nation dearly—lives, property, time, systems, economy, trade, identity, peaceful movement, institutions, diplomacy, and more.

Unless a miracle occurs in our time, this debt will not be paid off even by our grandchildren; repairing and recovering across generations is an arduous task.
Thus, my dear compatriots, within and beyond our borders—instigators and followers, pursuers and pursued, the wounded and the wounders, the dead and the killers—we are one hand. Victory gained through self-destruction and mutual harm brings no honor or justice. Since dying and killing involve our own, I call for this cycle to cease before it spirals further. I doubt we have more as a nation to pay. We have not escaped the regret of the past. Our future alarms me.
We, standing on the edge, are bodies lined up left and right in wicked deeds—instigators, agitators, and stone-throwers—people who remain silent. Are we not troubled by the cost being paid: brother against brother, sister against sister, the wounding, bleeding, and death of fathers and children? Living amidst the devastation of aggression, displaced and exiled, lacking development, serving as pawns for enemy nations—how can this not hurt? When we do this, when we enable it, when we stay silent, can we ever wash the blood from our hands? "Whether directly or indirectly, I am not one to say there are no signs of injustice amidst our palms."
When any fighter is wounded, we too are wounded; when they fall ill, we too suffer; when they die, we too are clothed in dust. "A collective downfall is not conducive to rising again." We call ourselves advocates of global peace, saying, "May cutting down bodies and burying them in the earth be enough for us; let us reject being steeped in the blood of brothers and sisters; let us stem the flood of mothers' tears; let us be a voice for the children and sisters afflicted by injustice." No citizen, regardless of their status, should choose war as an option.
For this to become actionable, for participation to take root, being human is enough. All of you who love Ethiopia, who yearn for the peace of humanity, who are pained by the abuse and death of girls and children, who are moved by the honor of the elderly, you with upright hearts—let us all stop the war! Let us prioritize humanity! "Where there is no peace, thinking of human rights is a luxury."
May our peace expand!!!
