ግሎባል ፒስ ባንክ ከሶስት መንግስታዊ ተቋማት ጋር የመግባቢያ ሰነድ ተፈራረመ

ለረጅም ግዚያት በምክክር ላይ የቆየው የአራትዮሽ ስምምነቱ፣ ዛሬ በሮሪ ሆቴል የሶስቱ መንግስታዊ ተቋማት አመራሮች፣ የግሎባል ፒስ ባንክ ስራ አስኪያጅና አባላት፣ የሚዲያ አካላት እና የሀዋሳ ዩኒቨርሲቲ የጋዜጠኝነት እና ስነ-ተግባቦት ት/ክፍል መምህራን በተገኙበት ተከናውኗል፡፡ ስምምነቱ “አፊኒ የፍትሕ ሶንጎ፣ የሽግግር ፍትህና ሰለም ግንባታ ጉዳዮችን” የተመለከት ሲሆን፣ የሲዳማ ክልል ፍትህ ቢሮ፣ ሰላምና ፀጥታ ቢሮ፣ የባሕል አና ስፖርት ቢሮ ከመንግስት ተቋማት ሲሆኑ፣ ግሎባል ፒስ ባንክ ከሶስቱ ጋር በመሆን የአራትዮሽ ስምምነቱን ተፈራርሟል፡፡ 

አቶ አርጋው አየለ፣ የግሎባል ፒስ ባንክ መስራችና ዋና ስራ አስኪያጅ ለተደረገላቸው ትብብርና በጋራ ለመስራት ለተደረገው ማበረታቻ አመስግነው፣ በተለያዩ አቅም ውስጥ ያሉትን ፍላጎቶች ለመጠቀም በጋራ መስራት እንደሚገባ ተናግረዋል፡፡ ሰላም የተናጠል አጀንዳ ስላልሆና፣ ሰላም የማይገደው ፍጡር ስለማይኖር፣ መንግሰት ባስቀመጠው አማራጭ፣ ፖሊሲና ሕግጋት በመመራት፣ አጋዥ ሀሳቦችና እውቀቶችን በማሰባሰብ ለሚደረጉ የሰላም ግንባታዎች ድርሻችንን እንድንወጣ በር የሚከፍት ዕድል ስለመሆን ተናግረዋል፡፡ 

“የዛሬው ቀን የረጅም ግዜ ህልማችን የነበረና፣ ለስኬቱም ብዙ ርቀት የተጓዝንበት ሲሆን፣ ከዚህ በኃላ ችግሩ ከጠፈጠረ በኃላ የምንሰራ ሳይሆን፣ ሰላም እንዳይፈጠር ከሚያነሳሱ ጉዳዮች ጋር ትግል ገጥመን፣ የሰላም መደፍረስ ምክንያቶች ላይ እናተኩራለን፤”  ብለዋል፡፡  “አፊኒ ሶንጎን የመሳሰሉ ወርቃማ የባሕላዊ ዳኝነት ስርዓት፣ አሁን ባሕላዊ መባላቸው ቀርቶ፣ አገር በቀል የዘመነ የፍትህአችን ስርዓት ምሰሶ መሆን ይችላሉ፤” ሲሉ በአፅዕኖት ተናግረዋል፡፡ እንደግሎባል ፒስ ባንክ የተሰጡን እድል ትልቅ ቢሆንም፣ በዛው መጥን የሚጠብቀን ኃላፊነትም በቀላሉ የሚታይ እንደማይሆንና፣ እያንድአንዱ ነገር በትኩረት መሰራት እንዳለበት አመላክተዋል፡፡   

የፊርማው ስነ-ስርዓቱን መድረክ የመሩት አቶ ተረፈ ጆምባ፣ በሲዳማ ክልል ፍትህ ቢሮ፣ የሰብዓዊ መብትና በሰው መነገድ ጉዳዮች ፅ/ቤት ኃላፊ ሲሆኑ፣ ከስራው ሀሳብ ጅማሮ እስአሁን የተሰራውን ስራ እና ዝግጅት ያብራሩ ሲሆን፣ “ስራው የሰላም ግንባታ፣ የፍትህ ተደራሽነትና የሰዎችን እኩልነት ለማረጋገጥ የሚረዳ ስለሆን፣ በአሁኑ ሰዓት እንደአገር ከተያዘው የሰላም፣ የህርቅ እና የፀጥታ ጉዳይ ጋር በቀጥታ የሚገኛኝ ነው፤” ብለዋል፡፡ “መንግስት እንደ ሲዳማ ሕዝብ ያሉ ባሕላዊ ዳኝነትን በማስጠናትና ግብዓት ከሕዝቡ በመውሰድ፣ በክልሉ አዋጅ አውጥቶ፣ ደንብና አሰራር ዘርግቱ፣ የአፊኒ ሶንጎን የፍትህ ስርዓቱ አካ አድርጎ እየሰራበት ነው፤” ሲሉ አክለዋል፡፡ 

በስነ-ስርዓቱ ላይ የተገኙት የክልሉ ፍትህ ቢሮ ዋና ኃላፊ አቶ መቶ ማሩ፣ “እንደግሎባል ፒስ ባንክ ካሉ መንግስታዊ አካላት ጋር በሰላም፣ ፍትህ፣ ፀጥታና ባሕል በጋራ መስራት፣ የተያዘውን የፍትህ ማረጋገጥ፣ የሰላም ግንባታ እና የባሕላዊ ዳኝነት የማዘመን ተልዕኮ ያሳካል፤” ሲሉ ገልፀዋል፡፡ አክለውም፣ “የባሕላዊ ዳኝነት ስርዓቱ የቆየ፣ ከትውልድ ትውልድ ቅብብሎሽ የዘለቀ እና ዘመናዊው የፍትህ ስርዓቱ ከመዘርጋቱ በፊት በሁሉም የማህበረ-ሰብ ደረጃና እርከኖች ውስጥ ያሉ ችግሮችን ሲፈታ የኖረ ታላቅ ስርዓት ነው፤” ሲሉ አብራርተዋል፡፡ የክልሉ የፍትህ ቢሮ፣ ከሌሎች ባለድርሻ አካላት ጋር በመሆን፣ የዳኝነት ስርዓቱን እንዲጎለብት የሰራ መሆኑን እና፣ የተቀሩ ስራዎችን ከሲቪክም ሆነ ከሌሎች ተቋማት የጋራ ትብብር በማድረግ ለስኬቱ መረባረብ እንደሚያስፈልግ ገልፀው፣ ከግሎባል ፒስ ባንክ ጋር የተደረገው ስምምነትም ምሳሌ ሆኖ ለሌሎች አጋዥ መንግስታዊና መንግስታዊ ላልሆኑ ተቋማት ማሳያ የሚሆን ስራ ስለመሆኑ ጠቅሰዋል፡፡  በተጨማሪም “ሁሉንም ነገር መንግስት ስለማይሰራ፣ እንዲህ ያሉ የሲቪክ ማሕበራት ፍላጎ ሲያሳዩ በተገቢው መንገድ ማገዝ የሚያስፈልግ እና በጋራ መስራት መለመድ አለበት፤” ብለዋል፡፡ ከዚህም አንፃር ቢሮአቸው በማንኛውም ወቅት ግሎባል ፒስ ባንክ ለሚፈልገው ትብብር እና የጋራ ስራ በሩ ክፍት ስለመሆኑ ቃል ገብተው፣ ለተጀመረው ስራ መልካም የስኬት ግዜ እንዲሆን ምኞታቸውን አስተላልፈዋል፡፡

የሰላምና ፀጥታ ቢሮን በመወክለ የተገኙት የክልሉ የሰላምና ፀጥታ ቢሮ ምክትል ኃላፊ አቶ አለማየሁ አሰፋ እነዳሉት፣ “ከዚህ ቀደም ከሌሎች መንግስታዊ ካልሆኑ አጋዥ ድርጅቶች ጋር በጋራ ለመስራት የምንፈልግ የነበረ ሲሆን፣ የአሁኑ ተግባራዊ ማሳያ ተደርጎ ይወሰዳል፣ ብለዋል፡፡ “የሰላም እሴት ግነባታን ማፅናትና ግጭቶችን መከላከል፣ ከውጪም ከውስጥም የሚነሱ አለመግባባቶችን ማስታረቅ፣ እንደአፊኒ ሶንጎ ያሉትን እሴቶች አዳብሮ ለሰላም ግንባታ መጠቀም ዘመኑን የሚመጥን ስልጣኔ ነው፤” ሲሉ እስረድተዋል፡፡ ክልላዊና አካባቢያዊ ሰላም የሚረጋገጠው በተናጠል ሳየሆን፣ እንዲህ ባሉ የጋራ ጥረት ስለሆነ፣ የተጀመረው መንገድ እስከመጨረሻው ፀንቶ መሄድ የኖርበታል፤” ያሉ ሲሆን፣ ቢሮአቸው በማንኛውም የሰላምና ፀጥታ ጉዳዮች ላይ በጋራ ለመስራት ከመቸውም ጊዜ በላይ ቁርጠኛ ስለመሆኑ  በመልዕክታቸው አስተላልፈዋል፡፡ 

ከክልሉ ባህል፣ ቱሪዝምና ስፖርት መምሪያ የተገኙት የቢሮው ምክትል ኃላፊ አቶ ዳዊት ዳንጊሶ፣ አፊኒ ሶንጎ እንደ ባሕል በቢሮቸው የሚሰራ ስራ ቢሆንም፣ በተናጠል የሚኬድ ስራ ብዙ ርቀት ስለማያራምድ፣ በጋራ ትብብር ይህንን ቅርስና እሴት ማቆየት እንደሚገባ ተናግረዋል፡፡ “እውነትን መፈለግ፣ ሃቅን ማጥራትና ሕርቅ ማውረድ ማሕበረ-ሰቡ የኖረበት ነባር ተሞክሮ ስለሆነ፣ ትውልድ እንዳይረሳው፣ ከመስመር እንዳይወጣ፣ እንዳይዘናጋ ማስተማር፣ ማጥናት፣ ማስተባበርና በሕዝቡ የዕለት-ተዕለት ሕይውት ውስጥ ማስረፅ ጌዜው የሚጠይቀው እውነታ ነው፤” ሲሉ ተናግረዋል፡፡ ለጋራ ስኬት ለሚደረገው ተልዕኮ፣ ቢሮው ሰነዱን መፈረም ብቻ ሳይሆን፣ ለተግባራዊነቱ ቀና ምላሽ ለመስጠት ቁርጠኛ ስለመሆኑ ቃል ገብተዋል፡፡

Global Peace Bank Signs MoU with Three Government Institutions

After prolonged consultations, a quadripartite agreement was signed today at Rory Hotel in the presence of leaders from three government institutions, the manager and members of Global Peace Bank, media representatives, and instructors from Hawassa University’s Journalism and Communication Department. The agreement focuses on issues related to the "Afini Songgo, Transitional Justice, and Peacebuilding." The Sidama Region’s Justice Bureau, Peace and Security Bureau, and Culture and Sports Bureau are the government institutions involved, with Global Peace Bank signing the quadripartite agreement alongside them. 

Mr. Argaw Ayale, the founder and executive director of Global Peace Bank, expressed gratitude for the cooperation and encouragement to work together, emphasizing the need for collective efforts to address various capacity needs. He noted that since peace is not an isolated agenda and no entity is exempt from its pursuit, the government’s policies, laws, and frameworks should guide collaborative efforts to gather supportive ideas and knowledge for peacebuilding initiatives. He described the agreement as an opportunity to contribute to peacebuilding efforts.

"Today marks the realization of a long-term dream, for which we have traveled a great distance. Moving forward, we will not merely respond to conflicts after they arise but will focus on addressing the root causes that threaten peace," he said. He passionately added, "Traditional justice systems like Afini Songgo are no longer just cultural practices; they can serve as pillars of a modernized, indigenous justice system." While acknowledging the significant opportunity provided by Global Peace Bank, he stressed that the responsibilities are equally substantial and require meticulous attention to detail. 

The signing ceremony was moderated by Mr. Terefe Jomba, head of the Human Rights and Human Trafficking Office at the Sidama Region Justice Bureau. He explained the work and preparations done from the project’s inception to the present, stating, "This work supports peacebuilding, access to justice, and equality, directly aligning with the country’s current focus on peace, reconciliation, and security." He added, "The government, recognizing traditional justice systems like Afini Songgo, has incorporated them into the region’s legal framework, regulations, and procedures, working to integrate them into the justice system." 

Mr. Meto Maru, head of the Sidama Region Justice Bureau, who attended the ceremony, stated, "Collaborating with organizations like Global Peace Bank on peace, justice, security, and culture achieves the mission of ensuring justice, building peace, and modernizing traditional justice systems." He elaborated, "The traditional justice system is an ancient practice, passed down through generations, resolving community disputes at all levels before modern justice systems were established." He noted that the bureau, in collaboration with other stakeholders, has worked to strengthen this system and emphasized the need for continued cooperation with civic and other institutions to complete remaining tasks. He highlighted the agreement with Global Peace Bank as a model for other governmental and non-governmental institutions, adding, "Since the government cannot do everything alone, civil society organizations showing interest must be supported appropriately, and collaborative work should become standard." He affirmed that his office is open to further cooperation with Global Peace Bank and wished success for the initiative. 

Representing the Peace and Security Bureau, Mr. Alemayehu Assefa, deputy head, said, "We have previously sought to work with other non-governmental organizations, and this practical step will serve as an example." He explained, "Strengthening peacebuilding, preventing conflicts, resolving internal and external disputes, and utilizing values like Afini Songgo for peacebuilding is a modern approach." He emphasized that regional and local peace is achieved through such collective efforts, expressing commitment to sustaining this path and readiness to collaborate on peace and security issues. 

Mr. Dawit Dangiso, deputy head of the Culture, Tourism, and Sports Department, noted that while Afini Songgo is a cultural practice managed by their office, working in isolation would not yield significant progress. He advocated for collaborative efforts to preserve this heritage and value, stating, "Seeking truth, upholding justice, and resolving conflicts are longstanding community experiences. To ensure these are not forgotten or diluted, they must be taught, studied, coordinated, and integrated into daily community life." He affirmed his office’s commitment to not only signing the agreement but also actively contributing to its implementation. 

The ceremony concluded with the signing of the prepared document and the taking of a group commemorative photo.
